For 11 years in Greece, programs of the “Excoyanomo” type have been announced from time to time. They are residential energy upgrade programs whose appeal is great. From 2010 to today there have been numerous changes to the terms, conditions and amount of the grant, but some things have remained constant. These Programs consist of providing incentives for energy saving interventions in the domestic building sector, with the aim of reducing energy needs and the consumption of conventional fuels, in the context of the transition to an “Energy Efficient Home”. In addition, their contribution to supporting the economy and especially the construction economy is undeniable, especially during difficult periods such as the economic and health crisis.
On August 26, 2021, the summary form of the guide for the program entitled “New Save” was published. This program removes priority order as a criterion for successful application. Instead, a Rating system is applied with specific criteria both energy saving and social. A shortlist is established to ensure uptake of resources. Also some changes are made to the eligible interventions, the maximum eligible budget is reduced and the restrictions on grants are changed. Additionally, once an application is submitted and approved, project completion requires the issuance of electronic building identity.
What does the New Execonom provide?
The Program consists of providing incentives for energy saving interventions in the domestic building sector, with the aim of reducing energy needs and the consumption of conventional fuels, in the context of the transition to an “Energy Efficient Home”. The Program concerns buildings that exist legally, are used as a main residence and whose owners meet specific income criteria In particular, the Program includes five (5) categories of subsidies, in which the Beneficiaries are included according to their income. Incentives are also provided for energy upgrade interventions in apartment buildings with individual applications for individual apartments that include shared and non-shared upgrade interventions.
Every natural person who wishes to participate in the Program examines whether he meets the criteria of the Program, gathers the required supporting documents and applies to an Energy Inspector, so that the first energy inspection of their property can be carried out and the Energy Performance Certificate (EPC) can be issued. Then, during the application submission period, he completes the application in the information system of the Program’s official web portal, choosing, if he wishes, the granting of a loan and from which financial institution it will be granted.

For applications for individual flats, detached houses and apartments as part of an application in a Multi-Dwelling Building, the maximum grant rate is set as follows:

Energy Target – Requirements
The proposal (combination of interventions) for energy upgrading, submitted with the application, should cover the minimum application energy target, as follows:
- For applications of individual apartments and single-family houses, upgrade by three (3) energy categories, in relation to the existing classification in the A’ PEA.
- For Apartment Building applications, upgrade by three (3) energy categories, in relation to the existing classification in the A’ PEA.

On Friday, September 17, 2021, the consultation on the text of the guide for the upcoming program was completed. The text of the guide has caused a lot of reactions and discussions around the scoring criteria, the grant amount and the maximum eligible budget. The Panhellenic Federation of Aluminum Iron Craftsmen (POVAS), the Panhellenic Association of Insulation Companies (PSEM), sections of the Technical Chamber of Greece and others have sent their opinion on the New Execoonmo guide as well as a number of suggestions for improving the program which you can see at the following links:

Waiting for the Detailed Program Guide – When does the platform open?
Due to the above we are awaiting the publication of the final text of the guide in which several questions will be clarified and answered and it will be seen whether the suggestions for improvement have been taken into account. The electronic platform for submitting applications is expected, according to the latest announcements, to open in October 2021 with a more likely scenario at the end of the month.
